FIRST IMPRESSIONS
Chloe is a (relatively; laughs at Kenos' height chart) tall and lanky young woman with short blue-dyed hair and similarly blue eyes. She's got a self-styled punk look, from her outfits and accessories to the colorful tattoos along her right arm, and she intends to maintain that as much as possible while here in Kenos. Her mannerisms range from laid-back to stand-offish to impishly playful depending on who she's with and what she's up to; most will find her to have a prickly attitude at first with how displeased she is at current circumstances, but that more playful side of hers can come out with some prodding or meeting her under the right circumstances. She's an avid smoker of both cigarettes and weed, so expect one scent or the other to be clinging to her once she gets her hands on some.

PERSONALITY
Calling Chloe "hot-headed" can sometimes be something of an understatement. She tends to be very passionate and all-or-nothing with her feelings whether positive or negative, and unfortunately there is a whole wellspring of the latter. Sarcastic quips and outright insults get flung around often when she's in a foul mood. She has a knee-jerk instinct to think the worst of people even when proven wrong, and tends to expect it as an inevitability that most everyone will turn on her—it's just a matter of when. Her self-centered and insecure ways make her very prone to perceiving slights where there are none.
And though those people she does let in aren't fully spared from the occasional flashes of her bad attitude, they do get to see the best of her. Those who gain her affection will find it do be as fierce in intensity as her temper can be, and will quickly discover her love of having a good time—and getting up to mischief. Hurricane Chloe can be a lot to be reckoned with once she sets her mind to something, particularly with as bold and unafraid of conflict as she is.
BACKGROUND
Chloe was a very cheerful, upbeat, and studious girl until the age of 14. Then misfortune struck back-to-back when her best friend Max had to move from their small hometown of Arcadia Bay to Seattle shortly after a car accident took the life of Chloe's much-adored father, and she found it hard to cope with the sudden absence of two people she cared for the most from her life. Depression grew to despondence over the years, then blossomed into contrarianism and rebellion.
Her mother eventually found new love in a hard-ass veteran who Chloe despised, and when she remarried it turned her home into one more place she hated to be. But while on the verge of getting kicked out of school, Chloe meets someone who she comes to view as her guardian angel—the popular and free-spirited girl named Rachel. The two seem to be something of an unlikely pair at first, but they hit it off and become nearly inseparable, making plans to run away to LA together.
But before they can follow through on this dream of theirs, Rachel disappears. Chloe takes up a desperate search for months but gets no answers until the sudden return of her childhood best friend Max, who has returned to Arcadia Bay for her senior year of school. The two reunite after Max discovers she has the ability to rewind time while saving Chloe's life from a confrontation that would have gotten her shot and killed. They rediscover their close bond (despite Chloe's attitude's best attempt at sabotaging it along the way) and spend the following week digging into the secrets of the Bay and Rachel's disappearance, all the while trying to determine if it's possible to prevent the freak storm Max begins to have visions of wiping out the town.
In the end, all signs point to the storm being tied to Max's powers—and specifically, the point in which she first used them to save Chloe's life. It comes down to a choice: go back in time to let Chloe die, or let her live and watch the storm ravage their home. Chloe tries to argue that her life isn't worth all that, but Max can't let her go. She chooses Chloe over the town, and they leave the wreckage behind with heavy hearts and begrudging acceptance.
They spend the next year in Seattle together, forcing themselves not to regret what had happened and slowly picking a normal life back up. But despite Max swearing off use of her powers ever again, eventually she one day starts experiencing odd perspective shifts, like she's being pulled into adjacent timelines. It gets worse and worse until she finally realizes she has to let it take her before she can figure out how to make it stop for good. So once again Chloe finds herself left behind...
